The Heavy Vehicle National Law (HVNL) amendment went into effect on 1 October 2018 and has made some significant changes to the CoR law (see HVNL Chapter 1A, Part 1A.2, Clause 26C). The amendment abolishes deemed liability for parties in the CoR and replaces it with a duty to ensure, so far as is reasonably practicable, the safety of the party’s transport activities relating to the vehicle.
